Don’t bet on this.  I am sure that if the criminal underbelly of the horsemeat trade can get passed any inspectors, they will test the very limits of any program in place.

Prof Reilly said in one case a block labelled as Polish beef trim contained “horsemeat with an Irish stamp and a micro-chip for a Polish horse”.”
